The Congestion Management Process Plan (CMPP) is a federally required, performance-based plan with strategies to monitor, manage, and reduce traffic congestion — while improving safety, reliability, and mobility for everyone.

The CMPP helps us make smart investments to move people and goods efficiently, support economic vitality, and enhance quality of life. As the region continues to experience dynamic population and job growth, congestion remains a primary focus of INCOG.

The CMPP will identify Tulsa’s most congested areas, which will likely include:

  • Key commuter arterials
  • Major activity areas
  • Freight corridors
  • Transit reliability corridors

Congestion varies by time of day, special events, incidents, weather, and construction activity. We use real-time data, historical travel time information, crash data, freight movement analysis, and transit performance metrics to identify problem areas.
