The Norfolk LINC Trail planning project has launched opportunities for public input.

The Norfolk LINC Trail project is located in the City of Norfolk and extends approximately 5 miles from Skyview Park on the north side of Norfolk to Ta-Ha-Zouka Park on the south side, through downtown. It will serve as a backbone route for expanding Norfolk’s trail network in future projects. See the project map below!

The project would extend the Norfolk LINC Trail to improve bicycle and pedestrian connectivity while providing a safer and more accessible connection to the regional trail network, neighborhoods, parks, schools, and other community destinations.

  • Multi-modal (walk, bike, run, roll, skate, and scoot!)
  • Essential community connections through the heart of Norfolk
  • ADA-compliant curb ramps at all intersections
  • A tunnel under Highway 81 to eliminate at-grade highway crossings
  • A pedestrian refuge island at Highway 275
  • Enhancements, which could include landscaping, trees, street and trail lighting, trail signage, and new curb ramps at all intersections.
  • LINC Norfolk stands for Local Intermodal Network Connection.
  • LINC is funded by a $2.3 million federal RAISE grant from USDOT and the Federal Highway Administration, with a 10% local cost share.

The City of Norfolk and NDOT selected Olsson and WSP as the consultant team to lead extensive public engagement, explore design alternatives, and produce 60% design plans. This process began in early 2026 and is expected to wrap up by late 2028.

At that point, the project will be grant-ready for construction funding — with strong design work, early permitting, and broad community support in place.

Norfolk LINC will create a safe, connected, and vibrant trail that improves mobility, health, and opportunity for everyone in Norfolk.
